Go to Video > Quality and set HD Textures to ON. Worked for me - now the game looks normal and not washed out. Found a solution to this which is to turn HDR off, Set contrast and brightness to 0 then turn HDR on and set Paper white to 100 or 120. Second solution happened by accident.
